Born in 1952, graduated in Law (law and political sciences) by Coimbra’s Law Faculty in 1977. Doctor in Law by Lisbon’s Universidade Lusíada in 2001. Legal counsellor of the 15th and 16th Constitutional Governments. Presently is Law Professor, Lawyer and legal counsellor. Author of over thirty academic works concerning subjects of his speciality.
